Corporation Iskandar Puteri City Council (MBIP) has received the GOLD Award in conjunction with the Integrity, Governance and Anti-Corruption Awards Ceremony (AIGA) 2023 which was officiated by YB Senator Datuk Seri Amir Hamzah Azizan, Minister of Finance 2 as the official representative of the Most Honorable Dato' Sri Haji Fadillah bin Haji Yusof, The Deputy Prime Minister of Malaysia is located at Dewan Sri Siantan Perbadanan Putrajaya. The ceremony was also attended by YBhg. Tan Sri Dato’ Seri Mohd Zuki Ali, Chief Secretary; YBhg. Datuk Seri Wan Ahmad Dahlan Abdul Aziz, Director General of Public Services; YBhg. Datuk Awang Alik Jeman, Senior Deputy Secretary General (TKSUK), Prime Minister's Department (JPM); and YBhg. Datuk Nor Yahati Awang, President & Chief Executive Officer, Integrity Institute of Malaysia (IIM). (AIGA) 2023 is an award to give recognition and appreciation to the public and private sectors that show commitment in cultivating and practicing integrity, best governance and anti-corruption initiatives in organizations. MBIP has made AIGA one of the benchmark mechanisms to cultivate integrity, best governance and anti-corruption especially in organizations. In addition, it is also a space to unearth the ability, capability, commitment and seriousness of MBIP employees in the implementation of the internal control system of integrity management and corruption prevention. Well done and congratulations to all the winners of AIGA 2023, hopefully this effort to cultivate integrity and good governance will be able to give birth to a more prosperous and prosperous Malaysia.

The 'Integrity First' program is a campaign introduced to foster the practice of good values for all members of the public service in the state of Johor to prioritize the practice of integrity in whatever is done. Iskandar Puteri City Council has successfully held the “15 Minute Integrity First” Program to hold integrity culture activities such as sharing information about integrity. The MBIP Integrity Unit has displayed a short video with integrity information sharing titled Self Mirror: Do We Have Integrity? as a support towards efforts to appreciate the integrity culture campaign among employees with the involvement of 250 MBIP staff located at the Iskandar Puteri City Council Auditorium, Medini. MS ISO 37001:2016 Anti-Bribery Management System (Anti-Corruption Management System) is a system that formed and developed to enable organizations to prevent, prevent, detect and respond to any form of corruption and comply with the law, other relevant regulations and commitments. Through these standards, MBIP needs to implement an anti-corruption policy, appoint someone to oversee compliance and make risk assessments and due diligence on stakeholders. The objective of implementing this Anti-corruption Management System is to help MBIP build systematic control as a preventive measure and act as a check and balance to ensure continued legal compliance. In addition, it can increase the efficiency and effectiveness of MBIP in managing risks related to corruption as well as increase awareness of the effects of corruption on organizations. In addition, the implementation of this system can also prove to stakeholders (stakeholders) and give confidence and trust that MBIP has sufficient anti-corruption practices and initiatives and should be implemented at the same time showing MBIP's commitment to anti-corruption practices. Accordingly, it is hoped that MBIP's efforts towards MS ISO 37001:2016 ABMS certification can run smoothly and effectively to reduce the risk of corrupt practices occurring internally and externally.

In preparation for the implementation of ABMS at Iskandar Puteri City Council, The Integrity Unit has held an Introduction and Implementation Course on Anti-Bribery Management Systems (ABMS) Documentation to provide exposure and guidelines to the requirements of ISO 37001:2016 as well as definitions of the terms used in the standard. Course participants are a total of 65 people consisting of the Management & Professional Group and the Quality Officer of the MBIP Department.

A Special Course on Strengthening Governance, Integrity and Anti-Corruption was held and attended by a total of 40 MBIP staff together with 4 speakers and facilitators from appointed consultants. The purpose of this course is to provide support towards efforts to appreciate the integrity culture campaign in the department by sharing information about integrity or the like. The impact that course participants will receive is that they will understand the effects of acts of lack of integrity on themselves, their families and agencies in addition to understanding corruption prevention measures and understanding the method of making reports on misconduct, corruption & abuse of power.

Dato’ Haji Mohd Haffiz bin Haji Ahmad, The Mayor of Iskandar Puteri City Council (MBIP) delivered a message to all MBIP staff this morning, and continued with the Reading of the Rukun Negara Pledge, the Official Secrets Act, and the Corruption Free Pledge led by the Director of the Enforcement Department and the Director of the MBIP Integrity Unit. The ceremony was also attended by Hajah Khasanah binti Sufa'at @ Supaat, MBIP Secretary and MBIP Council Members. In the same ceremony, the launch of MBIP's Organizational Anti-Corruption Plan Book (OACP) Year 2023 – 2027 and Iskandar Puteri City Council's Code of Ethics Book was also held.

Iskandar Puteri City Council (MBIP) has conducted a benchmarking visit to Seberang Perai City Council (MBSP) with the aim of learning the implementation of the Anti-Bribery Management System (ABMS) quality system that has been implemented and MBSP successfully obtained the Gold Award in conjunction with the Governance Integrity Award & Anti-corruption (AIGA) as well as sharing knowledge and experience for the function and role of MBSP's Integrity and Internal Audit Unit. The source of information from this knowledge sharing, to some extent provides knowledge and is beneficial to be applied in the organization later. Mbip delegation led by Puan Fadzilah binti A. Rahim, Director of Internal Audit and Tuan Haji Emrizal bin Abdul Rahman, Director of Integrity and joined by the staff of the Internal Audit Unit and Integrity Unit, were welcomed by Puan Asma binti Othman, Head of the Internal Audit Unit & Mr. Mohd Hairol bin Man, Head of the Human Resource Management Division. Thank you to MBSP for all the information that has been shared and willingness to receive a visit from MBIP.

Iskandar Puteri City Council ISO 37001 guidance program:2016 Anti-Bribery Management Systems (ABMS) Iskandar Puteri City Council Phase 1 was started on 19 February 2024 by a consultant appointed by MBIP namely Encik Shahrulazam bin Haji Jaafar, Q Motion Resources. The purpose of this guidance program is to assist and guide the development of the ABMS manual including the organizational context, stakeholder needs and assessment and management of corruption risk. In addition, the consultant will also guide the Secretariat of the Integrity Unit in the implementation of ABMS including internal audits, review by compliance functions, reviews and others.

In preparation for the SIRIM ISO 37001:2016 certification audit, MBIP has held a Workshop on Auditing and Preparation of Anti-Bribery Management System (ABMS) Audit Reports to share the brief introduction of ISO, auditing guidelines and explanations regarding MS ISO 37001:2016 audit reporting. The workshop was attended by a total of 40 MBIP staff who will be appointed as internal auditors. The learning techniques given during the workshop were divided into 30% lectures and 70% in-class exercises such as briefings, discussions, case studies and presentations

The Integrity Unit held an Integrity Strengthening Course among Iskandar Puteri City Council Employees located at the Auditorium, Level 1, MBIP, Medini. Integrity sharing entitled “Appreciation and Strengthening of Integrity in the Month of Ramadan” was delivered by Sdr. Syamsul Debate. Meanwhile, the next sharing session was delivered by Mr. Mohd Firdaus bin Ramlan entitled “Tumbuk Ribuk: Break The Silent”. The course was also attended by the Honorable Dato' Haji Mohd Haffiz bin Haji Ahmad, Mayor of MBIP, Mrs. Hajah Khasanah binti Sufa'at@Supaat, Secretary of MBIP, His Grace Dato' Abd Rashid bin Kasman, Head of WHIP MBIP, Directors- director, Council members and MBIP employees.
The purpose of this course is to produce MBIP employees who have integrity, trust and honesty in carrying out their duties as well as providing basic knowledge to improve the level of integrity and prevention of corruption as well as the code of conduct of employees at the Iskandar Puteri City Council.
A total of 300 MBIP staff have participated in this course. Hopefully with the continuous implementation of this course we can raise awareness and strengthen integrity among MBIP employees.

Iskandar Puteri City Council (MBIP) held an Integrity Strengthening Course: Briefing on Giving and Accepting Gifts and Corruption Offenses Among Iskandar Puteri City Council Employees located at the Auditorium, Level 1, MBIP, Medini. The briefing was delivered by Mr. Muhammad Hafiz bin Yazid, Integrity Unit Investigation Officer, Ministry of Foreign Affairs.
The purpose of the briefing was to provide exposure and knowledge of integrity and awareness about corruption in the workplace to all MBIP staff. In addition to being able to create an efficient and disciplined administration and public service through the application of noble values and morals in line with the principles and values of integrity in MBIP.
Next, the briefing was delivered by Miss Balkish binti Ab Kadir, Psychological Officer, MBIP Counseling Unit. He has delivered a sharing entitled Stress vs Depression to MBIP employees. A total of 200 MBIP staff have participated in this course.

The Opening & Closing Meeting of the Anti Bribery Management System (ABMS) MS ISO 37001:2016 Iskandar Puteri City Council Certification Audit was chaired by the Honorable Dato’ Haji Haffiz bin Haji Ahmad, MBIP Mayor and attended by YM Ungku Suzana binti Ungku Mohammad, MBIP Secretary, Department & Unit Directors and ABMS Internal Auditor.
The SIRIM Auditor Team was led by the Honorable Tuan Ir R. Raguraman as Chief Auditor of MS ISO 45001:2018 SIRIM QAS International Sdn Bhd, Mr. Heeza Izwan @ Ahmad, Mr. Firdaus Mohd Hasnan and Mr. Mohd Zolkeflee bin Haris who are the MS ISO 45001:2018 Auditor team, SIRIM QAS International Sdn Bhd. Meanwhile, Mr. Mohd Shahril bin Mohd Arshad, is the MS ISO 37001:2016 Auditor, SIRIM QAS International Sdn Bhd.
The First Stage ABMS MS ISO 37001:2016 audit has been running for 2 days starting 6 & 7 August 2024 at Level 4 Discussion Room, MBIP. Auditing review of documents related to the Scope of the Anti-Bribery Management System which includes the organizational context of external & internal issues, the scope of the management system, Anti-Bribery policies & objectives, review of compliance functions & implementation of Internal Audits on the ABMS system.

The audit conducted by SIRIM QAS International for the Second Stage of MS ISO 37001 Anti-Bribery Management System (ABMS) Certification, led by Mr. Ir. R. Raguraman a/l Ramasamy, alongside Mr. Mohd Shahril Mohd Arshad and Mr. Mohd Mauududi bin Muhamad Noor, took place from 7th to 9th October 2024 at the Medini MBIP Office, Bandar Medini. The audit is a crucial element in explaining the preventive, monitoring, and educational actions in combating any corrupt practices among MBIP staff. The Closing Meeting of the Audit was held on 9th October 2024, chaired by The Honourable Dato' Haji Mohd Haffiz bin Haji Ahmad, Mayor of MBIP, and was also attended by department directors and internal auditors. The audit report from SIRIM auditors found that MBIP complies with all stipulated processes and procedures, qualifying the organisation for the certification, which is vital to ensure that all standard procedures are executed excellently and align with MBIP's core services to customers and stakeholders, in line with MBIP's Vision and Mission to become a Smart, Sustainable, and Prosperous City.

Iskandar Puteri City Council (MBIP) has received the PERAK Award in conjunction with the Integrity, Governance and Anti-Corruption Award Ceremony (AIGA) 2022 which was officiated by the Most Honorable Dato' Sri Haji Fadillah bin Haji Yusof, Deputy Prime Minister of Malaysia. (AIGA) 2022 is one of the initiatives of the Integrity Institute of Malaysia (IIM) in an effort to apply and empower integrity and good governance especially in public and private organizations as recognition and appreciation for the commitment in cultivating and practicing integrity in the organization. AIGA is also one of the new approaches introduced by the Integrity Institute of Malaysia (IIM) in an effort to strengthen its role as the main leader in the cultivation and application of integrity and governance values for Malaysians. This award also gives recognition and appreciation to the Iskandar Puteri City Council (MBIP) in manifesting a more efficient culture of integrity, governance and anti-corruption practices in addition to showing the ability, capability, commitment and seriousness of the MBIP in the implementation of the risk management control system and corruption prevention.

An Organizational Anti-Corruption Plan (OACP) development workshop was held at KSL Resort, Johor Bahru which was attended by a total of 54 MBIP OACP committee members together with 5 speakers and facilitators from MACC Putrajaya. The Organizational Anti-Corruption Plan (OACP) is an anti-corruption policy document at the organizational level with the objective of addressing the problems and weaknesses of governance, integrity and anti-corruption in the organization. Internal issues of the organization related to weaknesses in integrity, governance and anti-corruption should be addressed and involve all areas and activities in the organization. In addition, the purpose of this OACP is also to ensure the development of a sustainable and corruption-free organization taking into account the current and future situation. The existence of OACP in the future can help MBIP achieve its vision, mission and goals and further make MBIP towards a progressive, high-powered and corruption-free city.

An Organizational Anti-Corruption Plan (OACP) development document refinement workshop was held and participated by a total of 36 MBIP OACP committee members together with 3 speakers and facilitators from MACC Putrajaya. The Organizational Anti-Corruption Plan (OACP) is an anti-corruption policy document at the organizational level that aims to address the problems and weaknesses of governance, integrity and anti-corruption in the organization. This OACP development document refinement workshop is an extension of the OACP development workshop that was held last February 13 to 16th. At this workshop, the MBIP with guidance from the MACC has successfully refined the data according to the 4 priority areas that have been set, namely governance, procurement, enforcement and legislation as well as licensing. The existence of OACP in the future can help MBIP achieve its vision, mission and goals and further make MBIP towards a progressive, high-powered and corruption-free city.

An integrity talk was held for the purpose of giving exposure to participants about the importance of high integrity practices in management and administration in addition to providing methods to deal with corruption issues in departments and organizations as well as instilling a spirit of hatred for corruption in MBIP staff. The target participants for this talk program are staff at the management and professional level as well as support groups from the Department of Enforcement, Licensing, Finance and Engineering. This talk was divided into two sessions, the morning session by the MACC, Mr. Mohd Hassan bin Sulaimi, who gave an introduction to integrity and sharing about corruption ‘Misappropriation & Abuse of Power’. Meanwhile, in the afternoon session, Ustaz Fakhrurrazi bin Yusof from the Department of Islamic Religion in the State of Johor delivered his talk entitled ‘Empowering Integrity in Diri’. Hopefully with the implementation of this talk program we can give awareness to MBIP staff about the bad effects of corruption as well as strengthen the integrity of the staff.

Integrity, Governance and Anti-Corruption Award (AIGA) is an award that gives recognition and appreciation to the public and private sectors that express commitment in the culture and practice of integrity and the best governance as well as anti-corruption initiatives in their organizations. Iskandar Puteri City Council has succeeded in becoming one of the organizations that qualified for the physical field evaluation stage for the Top 20 Gold Awards. This Field Assessment was held on 28 August 2023 (Monday) at the Iskandar Puteri City Council Office Building, Bandar Medini. The assessment team involved is Mrs. Munah binti Abdul Aziz from the Integrity Institute of Malaysia (IIM) and Mr. Shahir bin Addenan from the National Institute of Occupational Safety and Health (NIOSH). The objective of the implementation of this field assessment is to assess the manifestation of commitment in the culture and practice of integrity, governance and anti-corruption in the organization. In addition, the assessment team will review and evaluate the scope, processes and activities as well as compliance with laws and regulations on integrity, governance and anti-corruption. The assessment will also take into account aspects of the culture and practice of occupational safety and health (OSH) with the best integrity.

Integrity Talk: Integrity and Accountability in Government Procurement was held for the purpose of providing direction and guidance in various aspects to Iskandar Puteri City Council staff to work together to raise awareness of the nature of integrity among staff in addition to fostering a higher commitment in the culture of integrity. The target participants for this talk program are management and professional level staff and support groups. In addition, the participants involved are staff appointed as procurement committees and manage procurement in each department/section/ unit. This talk was divided into two sessions by CJ Global Venture, the Honorable Dato’ A. Samat bin Kasah, Former Director, MACC Community Education Division who provided an introduction to integrity and sharing on corruption ‘Integrity and Accountability in Government Procurement. While in the next session, Mr. Md Shahrizal bin Che Dan who is a former Immigration Officer delivered his talk entitled “Guarantee Money Storytelling from the Iron Curtain”.

The Iskandar Puteri City Council Integrity Unit held an Integrity Slogan Creation competition starting from 19 September to 30 October 2023. This competition aims to increase the awareness and commitment of MBIP employees towards the cultivation of integrity. The slogan of the winner of this competition will be officially adopted by the MBIP Integrity Unit and participation is open to all MBIP employees. The presentation of prizes was handed over by the Honorable Mayor of MBIP, Dato’ Haji Mohd Haffiz bin Haji Ahmad and accompanied by the Secretary of MBIP, Puan Hajah Khasanah binti Sufa'at @ Supaat.
