TERMS AND CONDITIONS FOR ONLINE PAYMENT

Below are the terms and conditions of use of the e-Service PORTAL, as well as your rights and obligations when accessing and using the services on this portal.

If you access this portal, you acknowledge and agree that the terms and conditions are binding on you and constitute an agreement between you as a user, participating agencies and us, for access and / or use of this portal.

These terms and conditions will supersede the conditions you previously accepted or accessed through this portal. Your use and / or access to this service will further be deemed acceptance of these current terms.

Online Payment

Please read these terms carefully before using our online payment facility. By using the online payment facility on this portal, you directly accept these terms. If you do not accept these conditions, you are advised not to use this facility. All payments are subject to the following conditions:

All amounts stated are in MYR – Malaysia Ringgit.

For payment through FPX, a bank charge of RM 0.50 or any amount determined by the bank from time to time will be borne by the account holder for payment through an individual account & RM 1.00 or any amount determined by the bank from time to time current for company accounts.

For payment via Credit / Debit Card, an online service charge of 1.8% or any amount determined by the bank from time to time will be borne by the account holder.

ISKANDAR PUTERI CITY COUNCIL will not accept any liability for payments not received by the correct agency account for example if you enter an incorrect account number or inaccurate personal details. We will also not accept any liability if your payment is not authorized or declined by your Credit / Debit Card provider for any reason.

If the Credit / Debit Card supplier refuses your payment, ISKANDAR PUTERI CITY COUNCIL is not responsible for bringing this matter to your attention. You need to personally check with your bank or Credit / Debit Card provider to ensure whether the payment has been deducted from your account and the transaction has been successfully completed.

Your payment will be updated within three (3) working days.

Payment Confirmation

You will receive your payment confirmation on the screen and also your email after you make the payment. You can print proof of payment when your transaction has been completed (successful) for your own records. Proof of payment cannot be used as an official receipt.

Payment Receipt / Official Receipt

Official receipts will be processed within 3 working days.

Official receipts can be downloaded and printed through the e-Khidmat portal.

Official receipts printed are valid for any official business.

Refund Policy

If you have any questions about an overpayment being debited from your account and feel that you may be eligible for a refund, please contact the relevant agency stating proof of payment confirmation or reference number.

Security

All payment details entered through this payment gateway are encrypted (encypted) when you, or a third party user makes a payment. Communication from the site as well as to the service provider is also encrypted.

ISKANDAR PUTERI CITY COUNCIL will not be responsible for any failure of online users or third parties in making payments or to protect the data on their screens from being seen by others or otherwise obtained by such persons, during the online payment process or in respect of any omission to provide accurate information when making online payments.

Limitation of Responsibility

You clearly understand and agree that ISKANDAR PUTERI CITY COUNCIL shall not be liable for any direct, indirect, incidental, special damages, including but not limited to losses in the form of loss of profit, goodwill or other significant losses resulting from but not limited to:

use or inability to use this service;

the cost of procurement of goods and services following the purchase of any goods, data, information or services purchased or substitutes or messages received or transactions made through or from this portal;

unauthorized access to or changes in your transmission or data;

statements or actions of third parties on this portal;

inability to use, or as a result of the use of this portal, any portal associated with this portal, or materials or information found on any or all of these sites, whether based on warranty, contract, tort or any other legal theory and whether or not informed of the possibility of such damage; and

any other matter related to this portal.

Termination / Suspension

ISKANDAR PUTERI CITY COUNCIL may terminate or suspend your access to any part of the service or the entire service and any related services at any time, with or without reason, with or without notice, with immediate effect. ISKANDAR PUTERI CITY COUNCIL may also terminate or suspend your inactive account, that is, defined as failure to use this service for a long period of time. You agree that we shall not be liable to you or any third party for the termination or suspension of access to the service.

Changes to Terms of Service

ISKANDAR PUTERI CITY COUNCIL reserves the right at all times to make changes, modifications, cancellations or additions to these conditions by giving prior notice. However, in an emergency or to maintain the security of this portal or in circumstances beyond its control, on this portal it is necessary to change, modify, cancel or add to these conditions, ISKANDAR PUTERI CITY COUNCIL will do so without first giving any notice to you. It is agreed that to ensure that you follow any changes, modifications, cancellations or additions to these terms, it is your responsibility to access and review these terms from time to time and on a regular basis. You further agree and accept that your continued access and use of the terms (which are changed or modified from time to time) will be deemed your acceptance of any changes, modifications, cancellations or additions to these terms.

General

The headings used under these terms and conditions are for reference only and shall not be taken into account in the interpretation of these terms. If any provision of these terms is illegal or invalid under current or future law, the provisions will be segregated and these terms will be interpreted as if the invalid provisions have never been part of the Terms and Conditions and the other provisions in these Terms and Conditions will remain in full force and will not be affected by the provisions which is illegal or invalid.

RENTAL CONDITIONS FOR HALL / COURT

1.First explain the payments claimed before use :-

i) The rent payment that has been set

ii) The trust payment must be paid at the time of booking

iii) Preparation other than rental time will be charged by the hour/day

iv) Other payments (if any)

2.Hall reservations are allowed six months in advance and full payment for hall use must be paid within 2 months before the date of use.

3.The usage fee receipt must be brought with you when using the hall for inspection purposes and the use of the hall is only for the purpose as in the approval letter.

4.Applicants must obtain police permission (permit) for the Lecture Council and others or any specific authority.

5.Tenants are required to control their members/inviters for an event that is termed as disturbing public order. Tenants/users are also required to cooperate in maintaining cleanliness (garbage must be put in a black plastic bag before being put in the trash can)/safety/closing the light switch and water properly after use.

6.This permission can be revoked if there are official events organized by parties or other government bodies including unexpected hall renovation works. The Council will contact if necessary and a time replacement OR refund of payment will be made during the trust money claim.

7.Smoking, carrying intoxicating drinks and any form of gambling are strictly prohibited.

8.Unauthorized connection of additional electricity supply is prohibited.

9.Lighting bonfires, baking, grilling and cooking are not allowed.

10.It is not allowed to drag chairs/tables or any equipment that can be termed as damaging the floor of the hall.

11.It is not allowed to paste or nail any part of this hall without permission from the Council Management. If you want to use the stage space, the tenant must use a removable sticker.

12.Placing exhibition posters on the walls of buildings that are difficult to remove is strictly prohibited. Banner suspension (banner) must first obtain a permit from the MBIP Service, Municipal & Licensing Department.

13.Please put the equipment that has been used back to its original place such as a chair or table.

14.The tenant/user is required to comply with all the instructions found on the signs around the hall.

15.The Council will not be responsible for anything that happens either in terms of accidents, injuries and losses on this approval where it is the responsibility of the tenant/user himself.

16.All preparations are the responsibility of the user/tenant and the hall must be cleaned after the ceremony is over.

17.Garbage services are charged only for garbage disposal to the landfill and are not intended for cleaning the hall. Floor services are for cleaning works such as water or oil where it is under the responsibility of the management.

18.The tenant/user must pay all expenses to repair damage or replace lost tools. (if the amount of trust money exceeds).

19.Cancellation of hall reservations can be made within one month before the date of use by filling in ‘Dewan’ Reservation Cancellation Form that has been prepared by the Council's Property Management Division will confiscate the reservation trust money if the tenant fails to submit the form and 50% of the total trust money will be taken if the cancellation is given less than one month in the date of use. While 100% of the total trust money will be taken if the cancellation of the rental is not notified until the date of use.

20.Trust money will be confiscated or deducted according to a percentage depending on the offense if the tenant fails to comply with the conditions stated above. Any questions, please contact the Property Management Division, Iskandar Puteri City Council at 07-555 5020.

21.Court tenants are only allowed to play on the rented court according to the set time.

USE OF HALL/COURT

BOOKING

Hall reservations are allowed 6 months in advance of the actual date of use (refer to the Hall Reservation Schedule).

Hall/court reservations are considered valid after full payment is made.
The reservation payment receipt must be brought along and submitted to the MBIP staff in the hall.
Payment receipts must be kept for the purpose of claiming deposit money.
Cancellation of hall reservations can only be made 1 month before the date of use.
A deposit claim can only be made if the tenant does not violate any conditions of renting the MBIP hall/court (refer to the Rental Conditions).
AFTER THE HALL RENT PAYMENT IS MADE, IT IS NECESSARY TO NOTIFY the Valuation and Property Management Department at 07-555 5816
