General Information

The Enforcement Department of the Iskandar Puteri City Council (MBIP) has implemented an enforcement transformation program with the concept of Smart Enforcement as follows:

MBIP ENFORCEMENT DEPARTMENT SQUADS:

  1. MBIP Hero Squad
      • The MBIP hero squad was launched on 2 July 2022 by YB Tuan Mohd Hairi bin Mad Shah, Chairman of the Johor State Youth, Sports, Entrepreneur Development, Cooperatives and Human Resources Committee. The main objective of launching the hero squad is to make the cleanliness of the State of Johor at its best in conjunction with the Johor Bersih Program. The elements emphasized by the Hero Squad include:

a. cleaning drains, ditches and rivers

b. grass cutting

c. landscape beautification

d. solid waste management

e. security aspects in the city center


The hero squad also works with all parties including the local community, government agencies, stakeholders and so on to ensure the Johor Bersih program is more efficient.


2. MBIP Anti Litter Squad

      • The MBIP Anti-Litter Squad was launched during the launch of the Inauguration Ceremony of the Prohibition and Enforcement for the Disposal of Small Garbage in Public Places within the Johor State Local Authority Administrative Area (PBT) on 23 October 2023 by the Honorable Datuk Onn Hafiz bin Ghazi, Menteri Besar of Johor. The objective of establishing the MBIP Anti Litter Squad is to enforce the disposal of small waste in the MBIP administrative area.


3. MBIP Disaster Squad

      • The Disaster Squad of the MBIP Enforcement Department was established by the Director of Enforcement, YM Raja Abu Bakar bin Raja Yahya to act as support in carrying out relief actions including support for public complaints of an emergency nature and natural disasters in the MBIP administrative area. The disaster squad has a strength of 30 members and is divided into two zones, the Skudai Zone and the Iskandar Puteri Zone. This squad is always ready to provide assistance services for personnel, buildings, vehicles, logistics and others.

STANDARD OPERATING PROCEDURES (SOP)

The Enforcement Department has several standard operating procedures (SOP) when making enforcement actions.


Immediately after receiving the instructions/complaints, the enforcement officers continued to conduct investigations at the relevant location. If the complaint is true, the issuance of a warning notice will be done by enforcement officers. Follow-up action will be taken if the warning notice has expired.


Accordingly, if the perpetrator still commits the same offence, a compound offer notice will be issued by the enforcement officer. The case will be completed if the perpetrator complies with the warning notice while confiscation action/court action will be carried out if the perpetrator is still stubborn and does not comply with the law that has been set.

If the claim is not made within 3 months then the Mayor of Iskandar Puteri City Council can dispose of the confiscated goods / vehicles in accordance with Section 116 of the Roads, Drains and Buildings Act 1974.

    • Cover Note (insurance) of vehicle origin.
    • Representative – bring a letter of representation from the owner and a copy of the owner's identity card
    • Fill out the vehicle claim declaration form
