Under the Local Government Elections Ordinance 1950, eight Local Councils were established in the Johor Bahru Tengah area with effect from 1953 in a concerted effort to provide municipal services to residents living in the Local Council area. A Local Council has been established for the central settlement area which is the center of residential and population-centered activities. The services provided by city administrators are very important in ensuring a quality and safe life. Lima Kedai, Ulu Tiram, Plentong and Masai became the new Central Settlement Center at that time as a result of the resettlement process carried out during the 1949 Emergency.
In summary, the early history of Iskandar Puteri City Council began with the establishment of 8 Local Councils in the 60s under Town Board Enactment 118.
